Choose variables:
- specific and critical;
- uncertain.
Estimate/forecast range of outcomes:
- present trends extended vs. transformation; or
- high, medium, low; etc.
Create internally consistent scenarios:
- identify and resolve ”impossible pairs;”
- organize by logical relationship.
